H2R is a Virginia certified small business led by Professional Engineers who draw upon a wealth of experience, while also aiming to continuously build on our knowledge base to best serve our clients. Our experience spans both the public and private sectors, resulting in a well-rounded perspective of all phases of the technical and regulatory interface between our clients and regulatory agencies. We maintain excellent relationships with regulatory agencies throughout the Commonwealth. Our relationships result in the ability to efficiently achieve the goals of our clients while meeting regulatory expectations. Over time, H2R leadership has built a solid reputation as experts in our field while maintaining detailed focus on the success of our clients. Our experience and expertise is focused on land development planning and engineering design, watershed master planning, stormwater management, regulated dam design and inspections and Municipal Separate Storm Sewer System (MS4) permit compliance (including TMDL Action Plan development and implementation). H2R leadership has managed countless successful projects in these focus areas throughout the years. We provide services throughout the Commonwealth with offices based in southwest Virginia and the greater Richmond area.
Lee F. Hixon, Ph.D., P.E.
Lee has managed a variety of projects as a municipal engineer and private consultant over the past 15 years. Lee's focus is on land development planning and design, MS4 permit compliance, stormwater management design, watershed master planning and hydrologic and hydraulic modeling. Lee has a B.S. in Environmental Engineering from Wilkes University and an M.S.and Ph.D. in Civil Engineering from Virginia Tech.
Tom I. Roberts, P.E., C.F.M.
Tom has extensive experience in site development, site planning, dam design and stormwater management. Tom has been a Professional Engineer for 31 years and a Certified Floodplain Manager for 13 years. Tom's experience includes 16 years as a Project Manager and Designer at Anderson & Associates, 2 years as a Stormwater Regulatory Regional Engineer (DCR), and 15 years as a Regulatory Engineer for Safety of Dams (DCR).
